A meeting of the Development Authority of Forsyth County will be held at 9:00 a.m. on Thursday, August 16, 2012, in the Commissioners' Large Conference Room located on the second floor, Suite 210 of the Forsyth County Administration Building, 110 East Main Street, Cumming, Georgia 30040.

AGENDA

1. Consideration of approval of Minutes of the June 25, 2012,
meeting.

2. Secretary/Treasurer’s Report.

3. Consideration of Bond Resolution regarding the issuance of revenue bonds in an amount not to exceed $45,000,000 for the benefit of Improved Living-Towne Club Windermere Assisted Living LLC, a Georgia limited liability company, relating to the proposed financing of the acquisition of approximately 14.533 acres of land located at the southeast corner of Trammel Road and Windermere Parkway, and the construction thereon of a 178-unit senior housing community consisting of 112 independent living apartments, 40 assisted living apartments and 26 memory care beds.

4. Randall Toussaint will provide a brief overview of the
Chamber’s new economic website.

5. Any other matters to be considered by the members.

The meeting is open to the public and any interested persons are invited to attend.

Condolences to the family of Everett Bennett who was a member of the Development Authority of Forsyth County.

Forsyth County taxpayers footed the bill for flowers for the late Mr. Bennett.

Their compassion begs the question: Is this a proper expenditure of taxpayer dollars?

Can't the Development Authority board members afford to pay for their own grief?

Can the Development Authority board members afford to pay for their own golf?

Or will Forsyth pay the greens fee — at the The Westin Savannah Harbor Golf Resort & Spa during the Sept. 12-14 Georgia Economic Developers Association conference — next?

Taxpayers as piggy bank

It appears as if the newly formed Development Authority got off to a very troubling start. Right off the bat they misused Taxpayer funds to send flowers. It is not the purpose of Taxpayers to fund flowers for funerals, however nice the gesture. It should be the responsibility of grieving Authority members to pay for that, not the Taxpayers.

For the Authority to even be discussing golfing during their public meeting is also a big tip off that they should be thrown into the street posthaste. How more obvious can it be that this bogus Authority is nothing more that a way to rip off the Taxpayers with impunity.

It is for sure we all need to keep a very close eye on this gaggle of misfits who disregard the Taxpayers as their piggy bank and no more.

Multi-generational, life-long resident and activist David Milum with his finger on the pulse of county for decades is unfamiliar with the esoteric, secretive, 37-year-old, Development Authority of Forsyth County — perhaps, by design.

The Development Authority of Forsyth County has been around since 1975 with the same convicted bank fraud felon, William Emory Lipscomb III, serving as counsel since its inception.

After conceding defeat of their HUD application late last year, developers Greg Almquist and Norm Hansen — represented by Ethan Underwood — returned to the Forsyth County Development Authority for a $45M bond resolution to build their retirement community apartment complex in Windermere. The project was postponed because they cannot close on the land.

The Authority's activity has recently come to light because of the sunshine afforded by Nydeos of their meetings.

Even Forsyth County Commission Chairman Jim Boff commented about the Development Authority, "I don't know exactly what they do and I didn't know that their meetings were open to the public."

At this writer's suggestion, the last sentence was added to their agenda: The meeting is open to the public and any interested persons are invited to attend.
