Forsyth County Attorney Ken Jarrard trains newly-elected commissioners at the 2012 Association County Commissioners of Georgia (ACCG) conference in Athens on December 6, 2012:

“Our government is of the people, by the people and for the people. How can the people be involved, participate meaningfully in their government if they don't know how the government is doing its business?

“Government that is done behind closed doors or in a clandestine environment or with everything done in private — Does that in fact foster confidence in our government? Does it foster citizens embracing government issues?

“I think we all know the self-evident answer. The answer is: ‘No is doesn't.’.”
